Beginning with the US presidential elections in November 2024, when prediction markets catapulted into mainstream culture, their rise has been undeniable. Kalshi and Polymarket have seen their valuations balloon to $40 billion and $21 billion, respectively, and the majority of the top US bookmakers have scrambled to expand into the prediction space in various forms, either by building their own exchanges, acquiring existing ones or engaging in market-making.

Commercial sports betting generated just under $17 billion in nationwide revenue in 2025, which is why Davenport asserts that the “stakes of this case are exceptionally high”. Kalshi and Polymarket alone posted more than $45 billion in trading volume, which is similar but not identical to betting revenue, in August. That was a 15% decline from July, although that drop is attributed to the conclusion of the Fifa World Cup tournament that month per Yahoo! Finance.

The American Gaming Association estimates that the exchanges have siphoned more than $1.3 billion in would-be tax revenue from states. One of the AGA’s primary spokespeople pin its fight against prediction markets is former New Jersey governor Chris Christie, who championed the PASPA case to the Supreme Court.

Internally, the board has also been hard at work revising and overhauling several sets of regulations, including rules for gaming salons, AML reporting and now technical standards. Dreitzer represents the fifth NGCB chair to take office since 2019, and the partial term he inherited runs through January 2027.

He told iGB earlier this year he’d “certainly be interested” in a full four-year term after the current one expires. With a background in suppliers and testing labs, Dreitzer is acutely aware of the technical challenges facing the state.

“When I started here, I had multiple conversations with various licensees who operate across multiple jurisdictions, and the consistent commentary I heard was that they would go to Nevada last, if not never at all, because there was concern about the time it would take, the lack of regulatory consistency, the lack of clarity,” he told iGB in January. “So when I came in, in view of the mandate from the governor and the work began by Chair Hendrick, I felt I needed to do something.”

The Commission’s investigation into what constitutes “informed choice” in gambling involved a multi-method approach. 

Researchers conducted a rapid desk review of 53 relevant sources, three deliberative focus groups segmented by gambling product type (sports betting, online casino/slots and land-based gambling) and four in-depth interviews with people identified as being at higher risk of harm (Problem Gambling Severity Index (PGSI) score of 8 or more). 

A total of 22 participants were purposely recruited to provide detailed insights.
